I work for a multinational with a HR department in most countries. If layoffs in Ireland were planned, would this be handled by their Irish HR department? Would there be any reason to involve HR from the country of their headquarter?

Depends on the company, HQ HR may have standard processes and practices to follow that they guide or enforce. It may be that the local team need assistance due to the work involved. Depending on the reason for layoffs it may be part of a wider corporate or regional initiative that requires co-ordination across different HR departments. It may be that the local HR team are part of the layoffs.

If they have an Irish HR department it would usually be expected that they have the responsibility for local employees and also have the expertise in the local laws that need to be complied with. Usually the preference is to have the local team handle the process
