Car rated 3.5 Japanese import

Usually I saw car with 4 rating. This car has 3.5. It is 1.5, Auction sheet rating is 3.5. I was expecting it to be 4. Is that bad? Car has scratches in few places.

3.5 is scraping the bottom of the barrel? on the other hand at a another auction house that 3.5 could be a 4, so who knows.
