Astro turf fence height

Hi, My neighbour is planning on putting an astro turf with fencing in his back garden. Any idea what height he is allowed to go with the fencing before planning is required(and I guess the allowed height would be measured from his side not mine)? His garden is 1.5 metres higher than mine.

Id imagine it would be 2 metres measured from his side.
