PVC versus timber windows

I currently have double glazed timber windows on my house. One of the windows is a little draughty but the major problem is street noise. If I thought PVC windows were more soundproof, I'd make the change.
Are pvc windows more soundproof and is there any way imaginable to compare?

Guessing it depends a lot on which manufacturer and standard of installation. What changing would give you is the opportunity to go to triple-glazed, which would definitely improve noise as well as thermal insulation.

Great tip about manufacturers and installation. How would someone know where to begin when it comes to a good brand of window and a good installer?

Word of mouth, I'd say. No easy way. According to one friend who got windows replaced recently you choose the installer first, then the windows. But again word of mouth is required. I know someone else who got theirs done a few years ago. Company supplied and installed, so didn't have option to choose installer. Later found some pretty shoddy installing under wallpaper on some, which they corrected, but I do wonder about the rest.
