    So the refunds relate to non direct Ryanair refunds.

    That's a crazy amount of work, but I know through working in public service that the amount of admin required for the simplest thing can be a nightmare.

    They do speak disparagingly about people reselling their flights. I guess because the agent will add a margin to the Ryanair flight.

    Is it not the Travel Agent who has to refund the client irrespective of whether the Travel Agent is refunded by the airline or hotel or whatever?

    This is what the CCPC is saying about Airline vouchers V Gift Vouchers.

    "Thank you for your further email to the Competition and Consumer Protection Commission (CCPC) in relation to your issue with Ryanair.



    As outlined in our previous correspondence, where an airline is providing vouchers or gift cards to consumers in respect of cancelled flights – these are not supplied to consumers or made available as a gift and are seen as a credit note in place of a refund for a cancelled flight.



    It is important to note, there are certain exemptions to the Consumer Protection (Gift Vouchers) Act, 2019 one being - Credit note provided to person on returning goods to a trader or cancelling a service.



    Therefore, where such gift cards appear to fall within the exemptions of the Act, they would not be required to comply with the Act in terms of the 5-year expiry date or any of the other provisions of the Act."


    Note the bold print I highlighted above. Nobody was returning goods to Ryanair. It was Ryanair cancelling flights. Therefore in my opinion CCPC are wrong.
