Luke Skywalker and his sister princess Leia and her partner Hans Solo then Obi Wan Kenobi : most powerful telepathy of either dark side or jedi still could be discarded though Yoda Mace Windu Yoda`s race needs to be converted or wiped out. Qui Gon Gin :nice to have as a sith but ultimately can be ignored

Colour me stupid, but I don't think I understand the question :

If its which rebel/republic character helped most to copper fasten the empire's reign then that's easy - Jar Jar Binks

If its which rebel if they had swapped sides could have turned the tables on the rebels, then it must be either Yoda or Obi Wan.
