Circulating Pump Capacitor?

    Hello All.
    Pump not operating on setting 2 or 1.
    Setting 3 operates ok.

    I suspect capacitor.
    How do I know if its a starting cap or running cap?
    How exactly are the different speed settings set? (electronically speaking)
    Can cap cause this problem?

    If old type circ pump (as distinct from the A rated electronic ones) then only 1 capacitor AFAIK, speed control on these (old) was achieved by resistances for speed1 and 2.
