Membrane under gravel?

I've a bit of a roadway and yard to tidy up. Theres gravel there already and it's in a bit if a slope coming out of the big yard.
The roadway is a walkway as well and it's mucky looking, with the clay coming up through it. I want to put down some 804 on top of the roadway and will concrete the top yard later on.

Is there any point in putting a membrane under the 804 to stop the same thing happening again in a few years?

Really you need to scrape back down to a harder base that won’t come up through the stone. Putting down a deeper base of stone.

Would probably be cheaper than buying the the membrane
