Mention it to him politely, with a lot of courtesy.

Believe it or not, most people don't realise they're being morons of the highest order. People like this fella (and we all know what I mean by that) generally have a lower opinion of what is considered bad manners, so likely doesn't even realise he's being a tit.

Politely, and nicely will get you off on the right foot. Going in with a 'listen to me you waster' attitude will just put him on the defence straight away and you'll get off on the wrong foot. However, if you ask politely, and it falls on deaf ears, then look into escalating it.

I had the exact same issue ages ago. House next door is rented out. Never had issue with any of the tenants until a weird family moved in, parents and daughter. I started finding cigarette butts on my back patio, I don’t smoke. The dividing wall is also about 6 foot high. So they were throwing them over not just flicking. Got seriously pissed off but was on my own so did not want to confront them directly. So every time I found a butt I threw it back over the wall. I think they eventually got the message but if they hadn’t, I knew the house owner so was going to complain to him. If I was you, I’d do the same thing, flick them back. If he causes any hassle, contact the council.

It's not worth getting into a argument over a few butt's, it's like people who litter, some people are just thick, I doubt that he is doing this to annoy you.
He probably smokes outside and has just got into the habit of throwing away butt's.
You will see him everyday.
It sounds like you moved in recently so you have not spoken to him at all.
Be grateful he does not stay up late playing loud music or having party's in his gaff til 2am
every week
So you think he's a lazy, eejit, so you probably don't want to talk to him unless you have no choice.
My advice is do nothing for the moment

I think you need to have a sign stating that CCTV is in use if you want to use it as evidence.

This is a very trivial problem. The local authority have to deal with people dealing drugs, loud music, party's ,serous antisocial behaviour, they are not gonna evict him over throwing butt's over a hedge no matter how many videos you have.

You said in your first post that your neighbour was the culprit ...why do you need a camera to confirm this.?

I don't think there's anything you can do. You don't want to talk to this person, I don't think it's personal, he's the type of stupid person who drops litter without even thinking about it,
They world is full of stupid selfish people. That's life. I Don, t think he's trying to annoy you.
Maybe he's throwing the buts there because he does, nt want his wife to know how much fags he smokes

Unfortunately, You are not dealing with the brightest or the fastest. These scrotes are what are destroying society. They are not decent or socially aware. "I got all this for free and I am going to wreck this gaff".

It's one of those things that will fester if you dont nip it in the bud. I'm sure they're very much aware that they're doing it, and if challenged on it wouldn't take it to positively.

I'm with others, wouldn't be brave enough to say it outright, but instead return their property into their garden. If they say anything to you,you can respond you're a non smoker so they're not yours.
