Need to lift off 2 x 10ft concrete slats off of a channel that flows into tank to inspect and free up the channel.
Where can I buy lifter to use with digger to lift them off? Awkward to use slings to lift off slats that are in place?

What I saw used was a T-bar with an eye on the he end. It was made of heavy rebar. Two pieces of heavy rebar welded to make the T. The end of the leg of the T had a ring bend on it.

This was by a slat fitter it might lift slats as well

I would not use rebar for this job. It’s not suitable for welding and could end in a disaster. Grand to weld it for setting in concrete but not any other job. Make a t-bar but use 25mm mild steel bar
