Connecting replacement CC to PayPal: Doesnt work

I just got a replacement BOI Mastercard as my previous one was compromised, I'm trying to to enter the new one into PayPal as a method of payment but it says declined, do I need to activate it somehow?

Some credit card replacements will need to be activated first by phone.
