Plaster coming away at wall joint

    Hopefully the attached pics are ok. Plaster is coming away in one corner and I can see screed. It looks like there was an attempt to patch this up at one stage but it's a terrible job. I am about to repaint and want to fix this, what should I use. It's very lumpy, if I go at this, more plaster will come off.

    Is that an interior wall? Upstairs or downstairs? What is reason for the step in the wall?
    What age is the house?

    Something's shifting and I'd suspect that until it stops, you will always have a defect there.

    It is an interior wall. The house is 12/13 years built. The pic is to the left of the door in the kitchen. On the other side of the wall is tne hall, and the step back you see - the fuse box is on the other side in a recess from the hall if that males sense
