What types of vehicle can be taxed online?
You can tax a commercial vehicle online as long as you have:

in the case of light goods vehicles (vehicles whose design gross vehicle weight is under 3,500 kg) sent Form RF111A to your local motor tax office. This form is a declaration that the vehicle will only be used as a goods carrying vehicle during the owners business. Form RF111A is available here.

If you are taxing a commercial vehicle for the first time in your name you must do so at your local Motor Tax Office. You should contact them in advance to find out any supporting documentation that is needed. Motor Tax Office contact details can be got by clicking here.

You can find the info here. Click "Online Motor Tax Queries", then "What types of vehicle can be taxed online?", and finally click the link beside "Commercial Vehicles; Renewal Only".

To me, that reads like you must go into the office.

Well, it's only his responsibility to make sure the vehicle is taxed while he's driving it. It doesn't mean he is responsible for taxing it.

All tax offices are taking postal applications and urgent commercial cases are being facilitated.

The OP could have a problem if they're left on the side of the road, more than 2km from home....

I was under the impression it's the driver that'll be charged for driving without tax on the vehicle, or has that changed?

It doesn't matter who owns it. The offense was committed by the driver.

The driver gets the fine, both the driver and owner are criminally liable.
