Chargeback on scammed hotel payment

Hi,

My parents were to travel to Ukraine and found apartment on booking.com
It was a scam and they stupidly followed instructions of "host" and sent payment via 3rd party system (Outside of booking.com)

They have proof of payment, proof that "host" promised to return money and all relevant documentation but money obviously never came back.

Is it possible to file for chargeback in this case?

P.S - All communication with host is in foreign language, would this work if they were to get it as certified/notarized translation?

If the payment was made using a debit card, your parents can raise a chargeback by completing the Visa Debit Dispute Form here: https://www.bankofireland.com/help-centre/useful-application-forms/

In relation to the correspondence with the vendor, yes if this could be translated and copies submitted along with the form.
