NPPR - Am I liable for previous owner

    Looking for advise:

    I purchased a house in November 2011 but due to work commitments I had to rent the house and move to Dublin. I am currently in the process of selling and a serious issue has come up.

    When I purchased the property my solicitor received a declaration from the previous owner that it was his PPR (at the time a certificate of exemption was not available). I have fulfilled my NPPR commitments for the period I rented the house.

    However, the council will not give me a certificate of exemption until the previous owner proves it was his PPR. They want revenue letters etc which arent available.

    Can you please help as I'm sure this is a regular occurrence and the fines are massive.

    Anyone else had similar experiences.

    can only tell you that way back when i worked in the area, the rules for any buyer were caveat emptor and your solicitor had to satisfy themselves as to the position, and as of that stage (early days of the charge) you were liable until the authorities were satisfied to declare otherwise.
