If a suitable site is left vacant the Govt will impose a tax because its not being developed. Every Council in the country has tons of sites just lying there.
Why do they exclude themselves and seek to tax private site owners for non development ? An honest question .

They don’t exclude themselves. Dublin City Council paid itself 400k last year
