Trying to bleed after oil heating delivery, help

Hi - just had an oil delivery this afternoon, but it seems the oil tank outside was empty and nothing is now coming through to give us heating ðŸ˜¬ really totally newbie to this - there a red small tank inside the house with a removable cap (sort of like on a bicycle wheel). Is this where I just be letting the air out...?

Check the tank and see did the driver close the outlet valve, it happens.
