This was a story in the 2000AD comic book back in the 90's also,

it was Kennedy himself that ordered the assassination from an underground bunker in the future.

I reckon if... if time travel was ever possible it would probably be cause by some crazy event in the universe. Some sun going super nova... few huge black holes near by.
