Reflective material that looks normal till lights shine on it

I've seen a few people our with what looks like a normal piece of clothes till lights shine on it and then the whole item is reflective. What is it called and do any motorbike gear makers use it?

3M make it as stick on sheet/tape etc, its called 3M 580 Scotchlite reflective.
Lots of gear has it as well, I have a cheap textile jacket with it on a lot of panels.

Franklin motorcycles had a jacket made of it in the shop
