External concrete stairwell at an apartment block

The apartment block includes 4 concrete stairwells leading to upper duplex units. Apart from being unsightly and requiring annual powerwashing, they are slippy in icy weather and a number of residents have either fell or had near misses. So we are looking for a solution to improve grip and make them look better. Tiles were proposed but were rejected by vote at an AGM due to high maintenance costs. Somebody said there are epoxy or other resin type products that could be used. Wondering if anyone has any tips? Many thanks

    Are they covered?
Could you sand ballast to expose rough aggregate?
Suitable apoxy Resin with ‘grit’ would be a more pricy option - I’ll give you a number if you want to send me a PM

Thanks. This is one of the stairwells having been cleaned. It's blackens over the year and looks unsightly also.
