2 Zone Heating - One zone hot

I recently moved into a new house and delighted that it has two zone heating and Hot Water, which I intent to upgrade with a few Nests.

I've noticed however if the house is cold, and I put both zones on to heat, downstairs becomes hot whereas the upstairs zone remains cool with barely any heat in the radiators.

If I turn off the downstairs zone, the upstairs then heats quick enough.

    Is this normal?

Not normal- perhaps the pump(s) is having some issues?
Definitely worth getting a heating plumber to have a look- something is askew somewhere.

I had the boiler itself serviced after I moved in, but ill check on the pumps next.

Boiler service is geared towards making sure your not about to get poisoned with carbon monoxide- than looking at how the pumps are working. Also- the pumps on a heating system have a much shorter life span than they would in other systems that don't feature hot water.

Had to get a circulation pump replaced at my old house which was a pain in the ass. Ill get it checked at the new house.

    Bleed the system.
Also make sure the second zone actuator is opening fully.
