Promotional Opportunities in independent statutory bodie

I’ve possibly answered my questions already but in relation to independent statutory bodies, are promotional opportunities only in-house? I’m up for a job in one that’s linked to the HSE (payscales, advertised on publicjobs.ie etc) and I’m wondering does that mean if I get the job, I can go for HSE jobs? Any advice very…

if the likes of the ombudsman etc are anything to go by i wouldnt bank on it im afraid
