I've been living abroad for years but will be back in Ireland for Christmas.
I would like to get a PSC as it is a useful ID document (proof of PPSN number) and it allows you to do things like renew your drivers license online.

However I am non-resident (though my Irish bank continues to send statements to my parents' home, which is my address in Ireland.

My question is, would they issue a card to me despite my non-residence?

The requirements for you to meet to get a PSC include photo ID and proof of your Irish address.
Proof would include a utility bill or a bank statement or some other piece of correspondence from Revenue SW HSE an Insurance company etc showing your name and Irish address and dated in the last 12 weeks.
If you don’t have this then you won’t get a PSC Card.
If you were born outside Ireland then you need your birth cert too.
