Scutch Grass in Stubble - when to spray?

Hi all, Spring Barley harvested last week and already it's clear to see there is plenty of scutch grass in the stubble. Could someone refresh me of the rules of when I can go about spraying it e.g. roundup. Have about 30 acres to spray and not in GLAS, thanks!

Spray now and establish a winter cover.. say mustard or westerwoulds grass catch crop

Else ignore till spring and spray prior to cultivating
