My advice definitely Do Not put in towel rails i had them in bathrooms no heat off them, replaced with radatiators run from my gas boiler.

there are sites you can google where you give room dimensions north or south facing etc which will give you the rating of the rads you require etc.

In practice, no they wouldn't usually heat the room. However, I would tend to go with electric towel heater, so that you use them during the summer without firing up the boiler. And put another heat source into the bathroom (like a proper sized normal radiator)

If it’s your typical 1200 wide ensuite then yea a towel rail will do.
If it’s bigger then you have a few options. I’d usuall Fit an oversized double panel rad, away from wee wee splashes or any water splashes for that matter. Then if space allowed I’d always design the bathroom so that the basin and shower are beside each other, and I’d fit a towel rad in between, that can be used from either shower or basin.
If space doesn’t allow for this I’d fit a 400 high radiator and chase pipes into the wall and fit a towel tad over this, centred up of course. Looks nice.
