Cistern filling very slowly and not completely

    Just wondering if anyone can help me with this, the cistern is filling very very slowly and then it is stopping only about a third full, any help as to why?

    I had a similar problem with my toilet's cistern filling up very slowly. The plumber came out, said it was a common problem, that the rubber diaphragm needed to be replaced (it loses its suppleness over time). This he did, in less than a minute, and the problem was solved. I could do it myself from now on, it's so easy.
