Red and blue should be giving way to yellow and purple.
While acknowledging people probably ignore the yellow box, I think it's what should avoid the issue you describe.

I generally approach that junction it from yellow or purple. I haven't really noticed heavy traffic coming from red or blue, though I tend to be travelling outside very busy times.

No doubting that Spurious, that's correct, it's moreso are the correct lanes for the blue/red. Often I get people in the red line trying to push over into the blue while turning the bend.

If we forget purple and yellow, as they seem to have no bearing on the issue you describe.

This is an unusual junction, a two lane road moving into a three lane with no designation on the entering lanes. It would seem confusion would arise easily for people aiming for the 'middle' lane. I think proceeding with caution here is the only real answer, I don't have a 'rule' which would define this, and really the junction is poorly designed imo. There should be signage and lane designation before joining the three lane section which would fix this issue.

    The answer I predicted :D

Cheers Alanstrainor - your observations are good. Just checked the DCC website, no where you can report stuff like this it seems... pity.
