Is it neccessary to upgrade no-switch double sockets

I'm having an apartment refurbished and someone has mentioned (not an electrician) that power sockets that don't have switches need to be replaced with switched types.

Is this necessary?

It doesn't make sense that perfectly working sockets need to be replaced when they complied with regs at the time of construction.

There’s no regulation that says they need to be switched sockets. Now may be the ideal opportunity to replace them though if you are refurbishing and repainting

Ask him which of the National Wiring Rules in ET101 states such an imagined requirement.
It has nothing to do with complying at the time of installation - unswitched socket outlets can be fitted today. (That's why they still manufacture them.)
