what's this abandoned building on road to crookhaven?

i was driving around west cork last week and came across this abanonded building on the road to crookhaven/mizen head. either abandoned or half-finished! like it'd been denied planning permission. google maps tells me it's in the townland of castlemehigan anyone know what it is? https://goo.gl/maps/vJcJNfjXJxE2

When I was there someone said it was used for making ice for the fishermen but he was just guessing.
