How to 'sign off' Social Welfare: My GovID Account? How to get a MyGovID account?

I have read that you can 'sign off' online using what's called a MyGovID account. How does someone go about getting such an account, or do they automatically have one after 'signing on' ? Any clarification on the above much appreciated. Thanks all. :)
