07 polo fan blower

    Have a 07 polo heater fan will not run at any speed setting.
    Oddly i have 12v at the connector to the fan and it doesn't run.
    Took it out and applied power directly to the connections from the battery. Spins fine.
    Beep tested the ballast resistor no open circuits.
    Has me stumped.
    Any ideas?

    Something is loose or the 12v at the fan drops to nothing underload
