Where can i get completely free SIM cards?

Hi,
I just wanna ask, where can i get completely free SIM cards in here,
most of the phone companies they say it is free, but then you have to purchase credit to activate it,
the reason i ask is i only want to use it to receive texts.

It's going to cost something no matter whether you pay up front or via top up.

Vodafone
Top up every 6 months by 5
SIM cost 10

Eir
Top up every 5 months by 5
SIM cost zero

Tesco
Don't seem to have a strict policy on validity, for example, I have 2 Tesco SIMs that were never topped up and still work after 2 years.
SIM cost 5

Three
Similar to Tesco, a Three SIM doesn't seem to expire.
SIM cost: normally free with 20e top up but might still be available with just 5e top up

Lyca
SIM will be cut off after year without top up
SIM cost free in some shops but RRP is 1 euro

Also Tesco deactivate sims if not used within a year, you have send at least one text, it's called life cycle.

Yes, but they're inactive.

You will have to top up on any network to keep a SIM active. Receiving SMS won't be enough to keep the SIM active, you will need to top up and/or have at least one billable event every 6-12 months. Would be surprised if you could find any network that didn't do this. They'll need to recycle their MSISDN/IMSI if not being used, if only receiving SMS, they'll see that SIM/MSISDN/IMSI as not being in use.
