Waze is an Israeli company and Israel has very strict laws on sharing or sending IP outside of the country, which is why Waze still operates as an independent entity and why it only shares some but not all information with gmaps. I wouldn't be surprised if the lag between gmaps & waze's real time information is by design.

Waze has been acquired by Google in 2013 and they have 3 servers - Israel, USA, World. So I guess only data stored in Israel are governed by these laws.

Google maps traffic data only got integrated into Waze a few months ago. Myself and the other Country Managers coordinated this :)

The data use isn't governed by Israeli law, IP sharing is.

The point is that Waze and Google operate as separate entities with their relationship governed by commercial agreements. They don't present the same data or appear to use similar algorithms, which a simple side by side test shows. Similar goes for real time reports! As such, they aren't interchangeable and do different things.
