Attic suspended floor - options?

    Hoping to start work on DIY attic conversion soon, but there's one issue I am hoping to get some help with.

    I want to install a raised floor, but don't want to lose much height. Can I simply install new joists parallel to existing joists but slightly higher. Basically in the middle of the each pair to ceiling joists I will fix a beam that will be slightly taller than the existing ones. Is this ok?

    If this is acceptable, can I sister the new joist to the old or would that transfer the load and possibly crack ceiling plaster?

    Get a structural engineer it shouldn't cost much more than a year or twos house insurance which may be invalidated if you do things wrong. There are a lot of considerations besides the joists not least fire safety, especially if your going from 2-3 storey.
