Why does Barnes outright refuse to penalise teams that he can clearly see are trying to win penalties by stopping players from rolling away from the ruck?

I know it's a cliche, but it really feels like we were forcing things way too much in attack. We need to settle down and target a win, not a TBP (which it really feels like we're aiming for at the minute).

It was a bit ridiculous with Healy there. Scot told to let him go then pulls Healy back in by shirt. Should penalise there and then to cut it out.
