I bought a vauxhall insigna 2 litre diesel 6 months ago. It has 193000 km on it. Would anybody know if it has timing belt/chain and when does it need to be changed. Thanks in advance.

They use a belt. The recommended interval is 160k km but a lot of people do them earlier than that.

Expect to pay €350-400 for a decent quality full kit and water pump replacement in an independent garage.
