    Can someone recommend or suggest the above without a Sim card needed thanks ?

    A tracker is no use if you cant access the data it collects. Thats why you need a SIM.

    It doesn't have to continuously send texts or communicate with a base station via a data (3G/4G) link. You can have a passive tracker which will respond to a text sent from a known number and will reply with the current location.
