M50 toll penalty from used car

I bought a used car about a month ago and got fined for not paying M50 toll. When I went online to pay I found there was an outstanding fine for €50 from about two weeks before I bought the car. I presume since I only received notice for the second penalty that I'm only liable for that one? The date of sale on the reg cert is well after the date of the journey.

Secondly, I'm looking to sign the car up to my account for the toll but can't because there's an outstanding penalty. Is there anyway to get around this if the dealership is slow in paying and ignoring me?

Couldn't get through to them by phone. I was hoping someone had been in a similar situation. I've sent them a message on their website but I expect it will be Monday before hearing back.
