    Not so much a make up country but a made up town.

    A Spanish guy got a job as a postman in France. So he invented a town, as you do, to keep busy. He'd be able to collect all the mail to the town.


    The genius bit was that he filled in a lot of forms and claimed social welfare for the whole town.
