Wicklow/Kildare planning permission

Hi we are hoping to purchase some land in Wicklow, 3 km from my husbands family home. Our hope is to build on it but the problem is the land is in Wicklow... family home is in Kildare. Has anyone been through a similar situation? And any advice? Thanks :-)

Getting planning permission in Wicklow is a massively difficult task for a Permanent Native Resident as they term it. So I'd say being form a different county is damn near impossible. They just dont want people living in rural areas, theyre just for hill walkers and wildlife.
