Is parking free on Bank Holiday Mondays?

Hi folks - when a street is paid parking Mon-Sat and free on Sundays, are bank holiday Mondays considered a "normal" Monday and you have to pay to park, or is it free, due to it being a bank holiday. I am referring to Clonliffe Rd in particular. Thanks.

(Btw, I know there are car parks for match goers, but they won't be open when I arrive for work at 6am.)
