Strangest thing you've seen in public.

A mate and I once saw 5 people standing around in a back alley, wearing what looked like KFC Bargain Buckets on their heads. They looked like a family as there were two kids and 3 adult, so I'm assuming there was some explanation for it, but it was a very odd thing to see out of context

Saddest thing I've seen was in a public bathroom (not a very well kept one, either). In the stall beside me, I could see a spoon with what looked like brown sugar in it (obviously wasn't) on the filthy floor, while the guy, who I could only see the foot of, didn't move an inch the whole time

I saw twelve people with no apparent connection to each other in different streets in Limerick city on one afternoon. They were all wearing navy quilted jackets with Paul's Boutique in big pink letters on the back.

I also remember a punk in the mid eighties in Glasgow walking about dragging a loaf of bread attached a dog leash, pretty bizarre.
