hi, i recently had the walls in the house skimmed, after doing the mist coat and two coats of paint, there looks like what can be described as streaky marks all over the walls, ive tried repainting it and even sanding it back but they reappear!

I suggest that you go over the streaks with oil based white undercoat using a small 6inch oil roller and feather the paint out at the sides of the streak, ie smooth the paint at the sides so it blends with the wall colour.

Then repaint the wall with your chosen colour (two coats)

what colour is the paint and what colour are the marks? Does it wipe off?

How long ago was the skimming done. I'm thinking wet plaster?

You should let plaster to dry for about 3 weeks or more or put polybond to seal.
