Fuzzy/Blurry text and images when scrolling

So as per the title when I scroll while looking the internet anything that moves on the screen such as text and images within the page I am scrolling start to blur and have a sort of aliasing around them. Anythat static on the screen looks fine. Any ideas whats causing it - is the monitor on the way out?

Try updating the video card driver, could be something as simple as that
