Is kojic acid a cosmetic or medicinal product?

Thinking of purchasing some kojic acid soap from the UK. The intent is to lighten skin but I don't know if the Irish Medical Boards would classify it as medicinal and thus prohibited to import though international mail. http://tinyurl.com/m8ak25c

Inside the EU where VAT/Duty arent due the chances of it being checked are quite small.
