Refused Hap now what?

My brother has recently been refused Hap payments because our parents both have homes although he doesn't get along with them and he is sleeping on friends sofas etc. What else can he do in order to get on the hap scheme as moving in with our parents can't happen and he needs his own place? Thanks

Unless the Gardai or a social worker are involved and he can get documentary support from them, then there's nothing he can do as he's not in need of housing.
