I know NI citizens can have both UK and Irish passports. Does that go both ways? Meaning can my Irish passport make me a citizen in NI?

Short answer is no, slightly longer answer is "no, unless you were born in Northern Ireland".

The entitlement to dual nationality for NI citizens is a result of a combination of the Irish Free State being initially constituted of the 32 counties (with legislation defining who would be considered an Irish citizen being based on that definition), the subsequent vote of the six counties to leave the Irish Free State, and a later effort but the British government to resolve an inconsistency in the British Nationality Act.
