Legal streaming sites?

Looking for somewhere to watch certain shows. Like Elementary and Arrow and stuff that's not on Netflix Ireland. I'm willing to pay for it but I haven't found what I'm looking for yet.

The whole of Elementary (up to end of season 4) is on Sky On Demand.

Arrow is a problem, because it appears Amazon have U.K. but not Irish (or they do, but don't have it up because Irish people get the generic "international" Prime Video rather than an Irish specific site) streaming rights to older seasons. It is unlikely that it will show up on any Irish legal streaming service (bar the most recent aired episode on Sky On Demand, because Sky have first run rights) because of that.
