Any car companies in Dublin rent to U-25/21's?

Have some friends visiting while I'm away and they want to rent a car. Google has not been my friend on answering their search, anyone know of any? Even at an extra price per day would be grand, just wanna give them something to work with

Hertz do from 21. Limited range of cars, extra fee (reduces over 23, or at least it did when I was 23), do not make it clear at all. Would be best to book by phone - call centre is in swords.

Absolutely zero movement on the 2 year full licence though.

Europcar in Northern Ireland from 22 at least. What exact age are they? And where do they need the car rental from?
