Registration certificate address issue and scrap car

I bought a very cheap car close to Dublin a few months ago. I lived in Ireland a few years but I moved out of the country and I moved back to Ireland about 6 months ago. When I bought the car I was located temporarily in a hotel. I wanted to find a job and relocate in Dublin. I thought I could use the hotel address temporarily, and then change the address when I got the job. So in the registration certificate, I used the hotel address and the car seller (a person) sent the registration certificate to the Shannon office.

Then my situation changed very quickly and I didn't book other nights at the hotel because I needed to go quickly to the UK for a job interview that I got immediately.

So basically I haven't used the car at all... And now I don't live in the country anymore, I don't have the registration certificate, the car is not insured, and indeed I haven't paid the motor tax since I bought it. Furthermore, I don't want this car anymore and I would like to scrap out the car as I don't have so much time to sell the car (+ flight to pay and time needed to sell the car) and I don't have any accommodation in Dublin anymore... So I am a bit blocked...
What should I do? Can I scrap the car without registration certificate? I guess not... Any suggestion is very welcome.
